Legalisation (seadustamine) · Notice of use (kasutusteatis) · Permit of use (kasutusluba)

Your building is finished but not in the Building Register?

A sauna without a notice, an extension from the previous owner, or a municipality demanding documents that were never made. Describe the situation and within one working day I'll tell you honestly whether the case can be solved, what it costs and whether you can manage on your own.

The initial assessment is free and with no obligation. I reply within one working day.

Typical cases

Is this your situation?

If one of these sounds familiar, your case can most likely be solved.

"The sauna, garage or shed was built without a notice"

The most common case. If the building is up to 60 m², the route is usually short: survey, data submission notice or notice of use, and entry in the register.

"I bought a house whose extension isn't in the register"

What the previous owner did has to be put right in your name. The first step is to find out what year it was built – that determines which rules apply.

"The municipality demands documents that were never made"

Hidden works certificates, the construction diary, the owner's inspection report. These can be properly prepared retrospectively based on the available evidence.

"The house is finished but there's no permit of use or notice of use"

From 1 August 2026, a notice of use is generally enough for a detached house or a two-flat dwelling – even if it was built under a building permit.

"I'm selling the property and the buyer wants the register in order"

The bank and the buyer look at the Building Register. The deadline matters here – tell me straight away so I can say whether we'll make it.

"Construction is ongoing and the diary hasn't been kept"

This doesn't need legalisation, just getting the diary in order. See the Siteo construction diary.

03 / Process

Legalisation in three months, not three years

Four steps, each with a known typical duration.

01
Describe your situation

You fill in the form or call. Tell me what building it is, what year, and which documents exist. Photos help but are not required.

10 minutes
02
Get an honest assessment

I'll tell you whether the case can be solved, which documents are needed and what it will cost in total. If you can manage yourself, I'll tell you that too and recommend the right kit.

1 working day
03
We put the documents together

Missing certificates, the construction diary summary sheet, cover letters. If needed, I coordinate the surveyor and the building auditor.

2–6 weeks
04
Procedure completed

I submit the documents to the Building Register (EHR) and deal with the municipality until the entry, notice of use or permit of use is in place.

1–3 months

These times are typical, not a promise. How fast the procedure goes depends on the local authority and on how many documents are missing.

What comes on top

Depending on the building, you may need a survey or topographic base plan and a building audit – these are third-party services and you pay the provider directly. The state fee for a permit of use is 30 € for a dwelling and 60 € for a non-residential building; there is no state fee for a notice of use. I'll tell you these costs in advance, before we start work.

Frequently asked questions

Can an unauthorised building be legalised at all?+

Usually, yes. What matters is whether the building meets the current requirements – the spatial plan, fire safety and distances to neighbours – and whether its construction date can be proven. If any of these doesn't work out, I'll tell you straight away, not halfway through the process.

How old does a building have to be for documents no longer to be required?+

Buildings completed before 1995 are entered in the register through a simplified procedure if the construction date can be proven – for example with old photos, a sale contract or archive material. Later buildings need more documents.

What do I pay on top of your fee?+

A survey or topographic base plan, a building audit if needed, and the state fee. There is no state fee for a notice of use; for a permit of use it is 30 € for a dwelling and 60 € for a non-residential building. I'll find out the price of the survey and audit in your area and tell you before work starts, not on the invoice.

How long does it take in total?+

Putting the documents together typically takes 2–6 weeks and the proceedings with the municipality 1–3 months. If there is a deadline – such as a property sale or a bank requirement – tell me straight away so I can say whether we'll make it.

Can I manage on my own?+

Often, yes, especially if the building is small and some documents exist. That's what the 39-euro kit is for. Send an enquiry and I'll tell you honestly which you need – even if the answer is that there's no point buying my service.

What happens if I do nothing?+

A building not entered in the register gets in the way of selling the property and getting a loan; the local authority can issue a compliance notice and impose a penalty payment, and in extreme cases demand demolition. An insurer may also refuse a claim if the damage concerns an unregistered building.

Describe the situation in a couple of sentences – what building, what year and what documents exist. I'll reply within one working day and tell you honestly whether you need the 39-euro kit, a single service or the full solution. If I can't help, I'll say that too.

  • The enquiry and initial assessment are free and carry no obligation.
  • I will also tell you honestly if you can manage on your own – and with which guide.
  • Your data is not shared with third parties.

Who is behind this

The guides were written by someone who worked for eight years as a site manager in construction and knows first-hand how confusing the Building Register is and how long dealing with the municipality can drag on. Good instructions were nowhere to be found – so we wrote them ourselves.

Most people sorting out their own home don't want to pay for a service – they want to manage on their own. That is exactly what the kits are for. If your case needs more, we will say so honestly, and if we can't solve it, we will say that too.
