Building Code 01.08.2026

What changed on 1 August 2026?

Four changes that affect most owners of private houses and summer cottages.

20 m²

Small buildings are exempt

A building with a footprint area of up to 20 m² and up to 5 m high needs neither a building notice nor a building permit. But 20,1 m² already needs a notice and a design.

4 years

A building notice is valid for longer

You can build on the basis of a building notice for four years (previously two years).

Notice

A notice of use is enough for a private house

To start using a detached house or a two-apartment house, a notice of use is generally enough – no permit of use is needed.

Permit

Stricter for apartment buildings

Apartment buildings and non-residential buildings over 60 m² still need a permit of use before they can be used. Extending by more than 33% requires a building permit; up to 33% requires a building notice and a building design.

03 / Process

How personal help works

Four steps, each with a known typical duration.

01
Describe your situation

You fill in the form or call. Tell me what building it is, what year, and which documents exist. Photos help but are not required.

10 minutes
02
Get an honest assessment

I'll tell you whether the case can be solved, which documents are needed and what it will cost in total. If you can manage yourself, I'll tell you that too and recommend the right kit.

1 working day
03
We put the documents together

Missing certificates, the construction diary summary sheet, cover letters. If needed, I coordinate the surveyor and the building auditor.

2–6 weeks
04
Procedure completed

I submit the documents to the Building Register (EHR) and deal with the municipality until the entry, notice of use or permit of use is in place.

1–3 months

These times are typical, not a promise. How fast the procedure goes depends on the local authority and on how many documents are missing.

Building right now? The diary and certificates fill themselves in

The kits are for people whose building is finished or who are still planning. If construction is under way, you need the construction diary and hidden works certificates every day. Siteo does this on your phone: you describe the day, the rest is filled in for you. 14 days free.

Who is behind this

The guides were written by someone who worked for eight years as a site manager in construction and knows first-hand how confusing the Building Register is and how long dealing with the municipality can drag on. Good instructions were nowhere to be found – so we wrote them ourselves.

Most people sorting out their own home don't want to pay for a service – they want to manage on their own. That is exactly what the kits are for. If your case needs more, we will say so honestly, and if we can't solve it, we will say that too.

Add details (optional) – they help me give a more accurate assessment

The enquiry is sent securely to info@seadusta.ee. You get a confirmation by e-mail straight away and a reply within one working day.
