FAQ

Frequently asked questions

The most common questions about building notices, notices of use, permits of use and legalising a building – answers based on the 2026 rules.

Frequently asked questions

Does a small sauna or shed need a building notice?+

From 1 August 2026, a building with a footprint area of up to 20 m² and a height of up to 5 m needs neither a building notice nor a building permit. Planning, fire safety and distance requirements must still be followed.

How long does processing of a building notice take?+

You may start building if, within 10 days of submission, the municipality has not notified you of the need for an additional check or set any requirements. If there is an additional check, processing may take longer. A building notice is valid for 4 years.

Which kit should I choose?+

Ancillary building and sauna kit (19 €) is for a sauna, garage or shed of up to 60 m²: action plan, Excel checklist and 2 Word templates. Building notice kit (29 €) is for those still planning to build or extend: guide, 13 templates and a 120-point checklist. Notice of use and legalisation kit (39 €) is for a dwelling and more complex situations: guide, 7 fillable Word templates, a 100-point checklist and a cheat sheet on surveys and audits. Dry hydrant and firefighting water point kit (29 €) is for when the municipality asks for a firefighting water point: 6 standard drawings, 2 fillable design explanatory notes and an EHR guide.

Do the kits replace a designer or a lawyer?+

No. They help you understand the process, prepare the documents and avoid common mistakes. The building design, surveys and audits are done by a qualified specialist, and for complex legal questions it is worth consulting a lawyer.

Is it also suitable for applying for a building permit?+

The main focus is the building notice, but the guide explains when you need a building permit and design conditions. The kit also includes templates for these applications.

How do payment and download work?+

You click "Buy", enter your name and e-mail and pay via bank link (Swedbank, SEB, LHV, Luminor, Coop, Revolut and others). Right after payment we send a download link and an invoice to the same address. A company can request an invoice and pay by bank transfer if preferred. The link is valid for 30 days and the files can be downloaded up to 10 times. See the terms of sale.

My house was built long ago and isn't in the EHR. What should I do?+

From 1 August 2026, a building built before 22.07.1995 is considered lawful without a safety audit, and the 500-euro state fee for legalisation has been abolished. You need to prove the construction date (e.g. with a historical orthophoto) and submit a data submission notice in the EHR. The exact route depends on the construction date – the legalisation kit explains this.

Is the information up to date?+

All kits follow the version of the Building Code and its annexes that entered into force on 1 August 2026. Before submitting, we recommend checking the current text in Riigi Teataja and your municipality's building regulation.

Who can I contact with questions?+

Write to info@seadusta.ee. We don't give legal advice on a specific building, but we can help you use the materials.
