The Siteo app works in English, Russian and Ukrainian. Diaries and certificates are saved in Estonian, as the authorities require.

What Siteo does
The paperwork that comes with building
The construction diary and hidden works certificates are documents the municipality asks for when processing a permit of use. Siteo keeps them in order as you go, so you don't have to dig them up retrospectively later.
Your day recorded in 30 seconds
Tell your phone what was done today. AI splits the text into the diary fields: work done, labour, machinery, materials and subcontractors. Weather, date and Business Register details are added automatically.
Hidden works certificates with photos
The certificate gets a number, the required data is checked, photos are attached and the certificate is entered into the diary automatically. The inspection method, measurement results and competent persons are all on the form.
Digital signing with DigiDoc
Sign with your ID card, Mobiil-ID or Smart-ID in the free DigiDoc app. The signed file comes back to Siteo: on Android via the share button, on iPhone and computer you select the file.
Handover package for the Building Register
One button: diaries, certificates, minutes and the materials register in one ZIP file. Tables also come in machine-readable form, per § 14 of the regulation.
Works offline too
There isn't always a signal on site. Siteo keeps working and syncs when the connection comes back. The same account on phone, tablet and computer.
Diary after the fact too
If the diary fell behind during construction, you choose a date range and the entries are created. The actual historical weather is added for each day. You add the work done and materials yourself.
How it works
-
1
Add a site
Company details come from the Business Register, the address from search. Once the address is set, the weather comes in automatically.
-
2
Fill in the day
Say or type what was done. You turn hidden works into a certificate right there – it gets a number and photos.
-
3
Sign and hand over
You sign the monthly diary and certificates in DigiDoc. At the end, one button and the whole package is together in a ZIP file.
What you end up with
One button puts everything for the Building Register into one ZIP file.

Separate app
Working time on site, not at home
The worker starts and ends the working day on their phone with one button, and you can see whether they were on site. It is a separate app and a separate plan from 3 € per worker per month – it doesn't require the construction diary.
If you use both, the diary's labour field is filled in from time tracking automatically.

Frequently asked questions
Do you actually need to keep a construction diary?+
The construction diary and hidden works certificates are part of the construction documents the local authority asks for when processing a notice of use or a permit of use. If they are missing, you have to prove what is missing after the fact – with photos, invoices and a building auditor's assessment. Siteo keeps them in order as you go, so you won't have to prove anything retrospectively later.
What if the construction is already done and the diary hasn't been filled in?+
In Siteo you can also fill in the diary retrospectively: you choose a date range, the entries are created and the actual historical weather is added for each day. You add the works and materials yourself. If the documents are missing entirely, the Seadusta.ee document kits and a building audit can help.
Does it work on a site with no signal?+
Yes. The app saves data on the device and keeps working without internet. When the connection returns, entries are synced with your account and are the same on all your devices.
How does digital signing work?+
In Siteo you tap "Sign with DigiDoc" and sign in the free DigiDoc app with your ID card, Mobiil-ID or Smart-ID. On Android you send the signed file straight to Siteo with the share button; on iPhone and computer you add the file with the "Add signed .asice" button. Siteo shows who signed and when.
Can owner's supervision and subcontractors get access too?+
Yes. You can invite an observer to the site who can see entries and certificates, download PDFs and sign certificates. The Builder plan includes a team of up to 4 people and subcontractor confirmations; the Pro plan has unlimited users.
What happens at the end of the trial?+
The trial lasts 14 days and no bank card is needed to start. You can switch plans during the trial. If you don't want to continue, nothing is charged.
Is Siteo the same thing as the Seadusta.ee document kits?+
No. The document kits are one-off kits – a guide, templates and a checklist that you fill in yourself in Word. Siteo is an app that keeps the diary and certificates throughout the construction and at the end puts together the package for the Building Register. If you are legalising a building finished long ago, a kit is often enough; if you are building now, you need the diary.
